    BBC World News, I'm Charles Carole.

    The Israeli Prime Minister Ehud Olmert has expressed deep sorrow over what he called the mistaken killing of four U. N military observers in an Israeli air strike on Sunday in Lebanon. Mr. Olmert said that he told the U. N Secretary General Kofi Annan that be a thorough investigation but could not understand how Mr. Annan could suggest the attack might have been deliberate. The U. N says the observer post was clearly marked and the air strike had come after it had been shelled 14 times by Israeli artillery. An Israeli army spokesman Jacob Dallal, told the BBC the incident was a tragic mistake.

    " This whole area around the border is an area in which could follow carefully interaction from which they shoot rocket and from which we are continuing a land operation, so we did need to target the area. Unfortunately that appears they found out in our initial investigation, that the we accidently hit the United Nations South Post and of course we did regret the incident. "

    The attack on the U. N post is likely to have an impact on the conference to discuss the Middle East crisis, that's the beginning about now in Italian capital Rome. It brings together a number of countries which have been named as possible contributors to a proposed international peacekeeping force in southern Lebanon. They include European Union countries as well as some Arab states and Turkey. Iran and Syria have not been invited to the Rome meeting. Bridget Kendall reports from Rome.

    Ahead of this Rome summit, both British and American officials have been downplaying expectations that it will come to any far-reaching conclusions, according to the Italian Prime Minister, and many other countries attending, it's the urgent search for a ceasefire that ought to top priority. But with the U. S and Britain still arguing that no ceasefire is possible without addressing root causes, that's likely to be a subject dividing, not uniting this gathering. Also up for discussion: ideas for further humanitarian aid for Lebanon and a multinational force to act as a buffer between Israel and Hezbollah.

    The Hezbollah's leader Hassan Nasrallah has appeared on television to warn that his group would not accept any ceasefire deal which imposed what he called humiliating conditions. He also said that Hezbollah would fire more missiles deep into Israeli territory.

    (Arabian. . . )"We have already entered the Haifa stage, I would like to announce that we will go beyond Haifa and centering a new stage of confrontation in war imposed on us by the enemy is an unavoidable option. In the new stage of war, the limit of our shelling will not be confined to Haifa.

    For its part, the Israeli army says it killed a senor Hezbollah commander in fighting near the Lebanese village of Maroun al-Ras, in which Israeli forces captured on Saturday. Israel identified the man as Abu Jaafar, describing him as the commander of the central sector of the border area.

    Israeli attacks on the Gaza Strip have killed at least 9 Palestinians, Israeli air force said it was targeting militants who had assembled to fire rockets at Israeli targets. Reports say 7 militants and 2 civilians were killed, one a 3-year-old girl. About 40 Palestinians were injured.

    Foreign ministers of the Association of Southeastern Asian Nations , ASEAN are meeting their Chinese, Japanese, and South Korean counterparts in Malaysian capital Kuala Lumpur today for talks on the regional security. North Korea's Foreign Minister is attending, but Malaysian officials say they don't expect North Korea to agree to restart the stalled international talks on its nuclear program. Jonathan kent reports from Kuala Lumpur.

    Later this week, Malaysia will play host to foreign ministers from all the countries involved in the Six Party talks, the U. S, China, Japan, Russia and Koreas. Since North Korea test-fired a number of missiles earlier this month, the need to address its nuclear ambitions has taken on an added urgency. South Korea's foreign minister says he will be meeting his Japanese opposite number in Kuala Lumpur to discuss the issue. However, the Malaysians say North Korea has signaled its unwillingness to restart the stalled six nation Talks this week. There have been in a bang since November when the United States took action against firms accused of helping North Korea's alleged counterfeiting and drug-running operations.

    The ousted President of Iraq Saddam Hussein has protested that he has been brought to court from his hospital bed against his will for the latest session of his trail. The precedings resumed on Monday but Saddam Hussein was being treated in hospital after being on hunger strike for 16 days.

    Burma says a former child rebel leader who came to global attention in 2004 for holding an entire Thai hospital hostage has surrendered to Burmese government. The state-controlled newspaper says Johnny Htoo gave himself up at a Burmese military post, Johnny Htoo became notorious in the late 1990s as the 12-year-old leader of God's Army.
