    European leaders have told Israel in forceful terms that it is wrong to believe that the world has authorized it to continue its military onslaught against Lebanon. The German Foreign Minister Frank-Walter Steinmeier said Israel's interpretation was a gross misunderstanding of the outcome of the Rome conference on Wednesday.
    For its part, the United Nations Security Council has agreed a statement to expressing shock and distress at the deaths of four UN observers in an Israeli air raid on Tuesday. But it stopped short of condemning the killing following objections from the United States. Israel's representative of the UN Dan Gillerman also welcome the milder statement with the rebuke for the organization's Secretary General Kofi Annan.

    I'm happy that the Secretary General yesterday changed his tone to a certain extent. Because I do think that the initial insinuation was unworthy of such a seasoned and experienced diplomat and was hasty and irresponsible. Israel will continue to try and protect the UNFIL and UN personnel wherever they are. And Israel will at the same time continue to spare the life of civilians in this very very difficult conflict which is going on in our region.

    As Israel continues its bombardment of southern Lebanon, a convoy of hundreds of people fleeing stricken border villages has reached the port city of Tyre. The villagers spoke of desperate conditions under the bombardment as they remained trapped in their homes for more than two weeks. Our correspondent in Tyre is Jim Mure.
    Hysterical after 15 days of fear and privation. "They are dying under the bombardment in their own houses, "she screams, "they are dying of hunger, there is no food. " Several hundred desperate villagers in civillian cars had joined the convoy led by the International Red Cross, taking advantage of this first opportunity to escape the embattled border village of * in relative safety. In the stricken border villages, supplies are running out, but what the villagers want more than supplies is safe conduct to get out of the battle zone.

    The European Union has started giving aid to the Palestinian Health Sector to try to ease a humanitarian crisis. It's begun paying basic allowances to a medical staff in a relief program bypassing the Palestinian government, which is led by the military group Hamas.

    The Venezuelan President Hugo Chavez has again thanked Russia for supplying his country with weapons, despite objections from the United States. Russian officials said that when the new deal for dozens of fighter planes and helicopters is included, Moscow's arms sales to Caracas are now worth more than 3 billion dollars.

    The winner of the Tour de France cycle race, the American Floyd Landis has tested positive for excessive levels of testosterone. Landis has been suspended from his team Phonak, and a 2nd sample will be tested. Here's Henry *Peart.

    Followers of the Tour de France have seen many epic rides but few had witnessed the remarkable performance of Floyd Landis on one of the hardest stages of the most gruelling race in the world. The 30-year-old went into the stage in 11th place, but a spectacular piece of offensive riding into Mauzing took him into 3rd place within 30 seconds of the leader. At the end of the stage, he was drug-tested. On Sunday, he was crowned the winner. The positive test will give ammunition to cycling's critics who claim the sport is riddled with drugs.

    President Bush has reauthorized one of the most important pieces of civil rights legislation, the 1965 Voting Rights Act. The President who has been trying to improve his relationship with the African-Amarican Community, said the US have made progress towards equality, but the work was never ending. Reporting from Washington, James Coomarasamy.

    At a short symbolic ceremony on the South Lawn of the White House, President Bush formally extended a complex law with a simple goal: to ensure that individual states could not prevent citizens from voting on the basis of their color. The Voting Rights Act which has been extended 3 times previouly, gives federal authorities jurisdiction over voting practices in 9 mainly southern states. Originally passed in 1965, it was considered an important piece of civil rights legislation. And relatives of some of the key figures in the civil rights movement, such as Roser Parks and Martin Luther King were present for the signing ceremony.

    United Nations and local officials in Haiti say a former Prime Minister Yvon Neptune is about to be freed from prison after 2 years. Mr. Neptune served under the former President Jean-Bertrand Aristide and was arrested shortly after the rebellion that forced Mr. Aristide into exile. He was accused of orchestrating violence.
